The rules and regulations for the installation of lifts in Delhi and Mumbai are not much different. However, several states of Indian do not have well-defined rules and regulations for the lift installment and the related scenarios.

As there are not clear rules and regulations for the lift installation, the contractor easily cheats the client by using some false means and that later creates a lot of problems for the lift owner. There are some strict lift rules and regulations mentioned under the ‘Elevator and Lift Act 2002’.

The act clearly states that no person shall construct, install, alter, repair, maintain, service, inspect, examine, or test an elevating device unless the person:

  • Holds a certificate of competency issued under the Act ‘Elevator and Lift Act 2002’, or
  • is a mechanic in training under the supervision of a person who holds the certificate of competency.

Hence, you can’t just ask any random company to install the lift at your residence or building. You must follow these rules to prevent any legal troubles.

What are the approvals required for the installation?

There are various lift rules and regulations that one must follow under various parameters to get the lift installed. The owner of the complex/building/project has to apply to the government for a license to install and a license to use a lift.

The License approval is dependent on some important factors in which the major one includes including whether the lift is being installed an maintained by an authorized contractor. Also, the validity of both licenses differs from state to staet. Currently, only ten states issue these licenses: Maharashtra, Gujarat, Karnataka, Kerala, Tamil Nadu, Assam, West Bengal, Delhi, Haryana, and Himachal Pradesh. Once this process is done, the government officials do some post-installation tests to ensure the complete safety of the users.

Once these approvals are granted under the Lift Rules and Regulations, the owner needs to get the elevator installed by a manufacturer of the elevator or a person who is a certified ‘Company of Electrical and Mechanical Engineers’ in the State. After the successful installation and commissioning of the lift, the equipment is inspected by the ilft inspector following the provision of the lift rules in force within the State.

After all these formalities, the lift license is issued and the owner of the building is entitled to operate the lift on the premises. Further, the lift is subjected to the annual renewal of a license as may be required under the lift rules of that specific State.

The lift rules lack consistency due to the absence of central law and most of the contractors misuse the information to trick people which causes them the problem at a later stage. Industry bodies like the Bureau of Indian Standards are trying to change this by driving mandatory safety standards for the elevator and escalator industry, and seeking cooperation from the States.
